 Well, there are teens and there are teens. Anything involving those under the statutory age of "majority" is a non-started. End of conversation. For most jurisdictions this is either 16 or 17 which doesn't leave much of a teenage population for sex and sexuality.

For those to whom sex is merely something to do and not necessarily an experience of the mind, the 18s and 19s are just as doable as anyone else, so there is nothing really to talk about. One would hope, however, that the older of the individual would consider the long term human growth and development before engaging a young'un, but what makes sense when nipples and cocks are hard and pussies are dripping?

But to those for whom some kind of intellectual capacity is important, whether a teen "goes" or not would depend on the compatability and consensus of the individuals.

For its artistic and creative considerations, I would encourage the older teens to be inspired and if it so happens that the film making of choice is porn, then carry on. I'd raise an eyebrow, but don't know, necessarily, that I would be interested in seeing children fucking each other. If I were 20 or 21 I might think a little differently.
